    Lunar transit telescope lander design

    The Program Development group at NASA's Marshall Space Flight Center has been involved in studying the feasibility of placing a 16 meter telescope on the lunar surface to scan the skies using visible/ Ultraviolet/ Infrared light frequencies. The precursor telescope is now called the TRANSIT LUNAR TELESCOPE (LTT). The Program Development Group at Marshall Space Flight Center has been given the task of developing the basic concepts and providing a feasibility study on building such a telescope. The telescope should be simple with minimum weight and volume to fit into one of the available launch vehicles. The preliminary launch date is set for 2005. A study was done to determine the launch vehicle to be used to deliver the telescope to the lunar surface. The TITAN IV/Centaur system was chosen. The engineering challenge was to design the largest possible telescope to fit into the TITAN IV/Centaur launch system. The telescope will be comprised of the primary, secondary and tertiary mirrors and their supporting system in addition to the lander that will land the telescope on the lunar surface and will also serve as the telescope's base. The lunar lander should be designed integrally with the telescope in order to minimize its weight, thus allowing more weight for the telescope and its support components.     Capital utilization: maintenance costs and the business cycle

    In this paper we analyze the role played by capacity utilization and maintenance costs in the propagation of aggregate fluctuations. To this purpose we use an extension of the general equilibrium stochastic growth model that incorporates a depreciation technology depending both upon capital utilization (depreciation in use assumption) and maintenance costs. In addition, we argue that the maintenance activity must be countercyclical, because it is cheaper for the firm to repair and maintain machines when they are stopped than when machines are being employed. We show that the propagation mechanism associated to our technology assumption is quantitatively important: the countercyclicality of maintenance costs contributes significantly to magnify and propagate aggregate fluctuations

    The Importance of Social and Government Learning in Ex Ante Policy Evaluation

    We provide two methodological insights on \emph{ex ante} policy evaluation for macro models of economic development. First, we show that the problems of parameter instability and lack of behavioral constancy can be overcome by considering learning dynamics. Hence, instead of defining social constructs as fixed exogenous parameters, we represent them through stable functional relationships such as social norms. Second, we demonstrate how agent computing can be used for this purpose. By deploying a model of policy prioritization with endogenous government behavior, we estimate the performance of different policy regimes. We find that, while strictly adhering to policy recommendations increases efficiency, the nature of such recipes has a bigger effect. In other words, while it is true that lack of discipline is detrimental to prescription outcomes (a common defense of failed recommendations), it is more important that such prescriptions consider the systemic and adaptive nature of the policymaking process (something neglected by traditional technocratic advice)
